谷津，1995年生，河北唐山人，武汉大学中国边界与海洋研究院国际法学博士。现为浙江农林大学文法学院法学学科讲师。主要研究方向为国际法，国际环境法。在SSCI刊物Review of European, Comparative& International Environmental Law发表论文“Payments for ecosystem services in tranboundary water allocation cases: An approach for China and its neighbours”；会议论文“Building Linkages Between River and Marine Plastic: A Regional Perspective from Asia”在亚洲国际法学会区域会议青年学者研讨会（AsianSIL Regional Conference: Power and the Development of International law: Asian Perspectives—Junior Scholar Writing Workshop）上报告。
